At first glance, this official looking fax/email appears to be a bill for $65 for “Managed DNS Backup Business Services Annual Fee for primary domain and name server1-4 (ns1.vortala.com).”
Don’t pay it! This is merely one of the many ways that unsavory characters bilk the unsuspecting.
